Media reports on 20 July 2013 citing Yuval Steinitz, the minister for intelligence, international relations and strategic affairs, stated that Israel is to release some Palestinian prisoners as part of efforts to restart peace talks, but was was not bound to a freeze on settlement activities. US Secretary of State John Kerry on 19 July had announced that Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas had agreed to resume peace negotations, which broke off in 2010 amid a lingering stalemate. Netanyahu promised 21 July to negotiate honestly with the Palestinians with a two-state solution in mind, but the Palestinians should also make concessions to guarantee Israel's security.
